Consultant and Focus Area Leader to
the Illinois Commerce Commission on its requested
examination of Illinois Power Company’s Clean Air Act
compliance plan for one of their affected generating
stations. Emphasis was on the investigation and assessment
of utilities project plans and implementation methods for
engineering, design, procurement, construction, and startup
of two 600MW FGD systems. Directed the preparation,
evaluation and justification of the overall capital,
operations and maintenance costs. Applied best available
practices to establish contingency factoring in the range of
uncertainty and level of confidence required that the
project costs at completion would not be exceeded. Used
results to develop a ceiling of reasonable costs above which
the ratepayers would not be held responsible.
Delmarva Power and Light Company Consultant to Delmarva Power and Light Company.
Served as Lead Consultant in their evaluation and selection
process for a project management system to be used on
generation, production, transmission and distribution
projects. Provided strategic guidance in the conduct of a
project and functional management information needs analysis
and assisted in the assessment of various commercially
available computerized project management systems.
• Consultant to Delmarva Power and Light Company.
Served as Team Leader in the performance of a comprehensive
independent assessment of the strengths and areas of
potential improvement for development, planning, and
execution of major electric generation and transmission and
distribution capital projects. The evaluation and
recommendations addressed capital budgeting, project
management, project controls, procurement, accounting,
licensing, engineering, construction, startup, safety,
staffing, outsourcing and quality assurance activities. |

Louisiana Power and Light Company
Consultant to Louisiana Power and
Light Company. Provided independent review of utility's
nuclear outage cost management program at Waterford Nuclear
Power Plant. Objectives included determination of how the
utility programs compared with industry standards and
identification of opportunities for improvement. Provided
advice and guidance to utility management in performing
nuclear plant outage critiques and results documentation.
New York Public Service Commission
Consultant to the New York Public Service Commission.
Served as Lead Consultant in the Management audit of Central
Hudson Gas and Electric (CHG&E) for the New York Public
Service Commission. Responsible for review and assessment of
utility staffing requirements, electric and gas operations,
construction programs, outsourcing, use of contractors, and
work force management program for blue and white-collar
employees.

Served as Lead Consultant and Assistant Project Manager in
the Management audit of New York State Electric and Gas
Corporation for the New York Public Service Commission.
Principal focus was on utility’s construction program
planning and execution for additions and modifications to
facilities for generation, transmission and distribution of
electricity and acquisition, storage, transmission and
distribution of natural gas.

Consultant to a utility client in the organization,
development and analysis of various informational databases
using statistical software to examine historical trends in
nuclear utility operations, maintenance, fuel and capital
costs to anticipate future production expenditures.
Developed means and methods to forecast future plant
availability capacity factors and outage rates for a nuclear
