Shaw Environmental and Infrastructure, Inc.

2006 - Consultant and Technical Expert responsible for completing a company wide comprehensive evaluation and enrichment of Shaw E&I's project estimating capabilities. The focus of the evaluation included estimating organization and personnel, processes and methodologies, and technology and tools.

2007-2008 - Estimating and risk management consultant and technical expert to the Proposal Development Team on the USACE Hurricane Protection Office Inner Harbor Navigational Canal Project. Responsible for

  1. Overseeing the development of the lifecycle cost estimate comprising the combination of design cost, construction cost and Operations and Maintenance costs
  2. Preparing an estimate for the 50 year Operations and Maintenance costs including manpower, wage basis, operation, maintenance, repair, rehabilitation, and replacement costs based on January 2008 price levels.
  3. Transferring the lifecycle cost estimate from Timberline software to MCACES MII and validation
  4. Overseeing the development of the detailed resource loaded Integrated CPM Schedule for engineering, design, procurement, and construction.
  5. Providing a formal risk analysis assessing potential impacts to target lifecycle costs using Crystal Ball software, and a schedule risk assessment using Pertmaster software.

This work ultimately led to SHAW being awarded the Contract in the 1st Quarter of 2008

EOD Technology, Inc.

Consultant and Technical Expert to establish and run a Corporate Estimating Department. Consultant developed estimating procedures and estimating templates/assemblies in Success estimating software as part of development of an enterprise project management software solution. Standardized project work breakdown structure (WBS), organization breakdown structure (OBS), enterprise project structure (EPS) and charge accounts across a broad range of project types for CAS compliance. Success Estimating software was selected because it satisfied company needs and met applicable government estimating system standards. Consultant optimized the transfer of data between Success estimating software and Primavera P6 scheduling software using Success Schedule Exchange. Consultant completed detailed proposal estimates for various projects.

Shaw AREVA MOX Services, LLC

Consultant and Technical Expert to providing estimating management and estimating services to support the Mixed Oxide Fuel Fabrication Facility Project (MOX Project). This $4 billion project for the U.S. Department of Energy (DOE) will be used to convert legacy weapons grade plutonium to commercial nuclear fuel. Estimating services included procedure development and implementation, quantify takeoffs, parametric modeling, risk analysis, and detailed pricing to forecast construction, startup and operations costs for various stages of the project design. Because the project was a sole source firm fixed price contract with the DOE, services included the preparation of detailed and comprehensive Basis of Estimate documentation to support final contract negotiations.

National Electric Utility (Confidential)

Consultant and Technical Expert to Utility providing estimating services for next generation nuclear power generation facilities, advanced fossil fuel technologies, and major modifications to existing nuclear power facilities. The range of services provided includes supporting strategic planning needs of executives in the daily tactical management of subcontractor work on major projects.

Electric Utility-Nuclear Power (Confidential)

Estimating and Scheduling Services for the Major Modification Project Implementation Group at a Confidential Southeastern Nuclear Power Generation Facility (3-800Mw units), including:

  1. Modification Estimating Services of various major modification/upgrade projects for
    1. Project Funding Authorization
    2. Project Implementation and Monitoring
  2. Modification/Upgrade Project Scheduling Services including engineering, procurement and construction
  3. Target Price Estimating and Proposal Validation/Negotiation Services for approximately 35 Design Change Packages valued at $200 Million for selected Major Modifications/Upgrade Projects requiring:
    1. Evaluation of various major modifications for the final design change package documentation to identify and catalog scope variances from limited initial Project Funding Authorization (PFA) documentation; and the preparation of independent parametric and/or detailed estimates for identified major scope variances
    2. Evaluation of various Contractor prepared Target Price Proposals and estimate details to Identify any price variances from PFA and/or independent estimates
    3. Review results with Utility and Contractor to reconcile any scope and price variances and issue recommendation for final target price negotiations
    4. Support of Utility Negotiations of Final Target Prices with FLUOR
    5. Update of final Target Price data in information database, WBS Cost Trend Report with Final Target Price and QA, and publishing reports.

Estimating and Scheduling Services for major modifications at a Confidential Midwestern Nuclear Power Generation Facility, including evaluating and updating Level 2 Estimating and Approval Processes, Procedures, and Guidelines.

Estimating and project control services on the next generation of commercial nuclear power facilities, (AP1000).

Electric Utility-New IGCC Project (Confidential)

Estimating services to prepare independent cost estimates in order to validate EPC and subcontractor estimates for an Integrated Gasification Combined Cycle Power Project.

Alaska Power Authority

Estimating and technical cost engineering consulting services with U.S. Cost supporting Devine & Tarbell to update a 1984 Cost Estimate for various hydroelectric projects planned for construction on the Susitna River in Alaska.

URSWGI

Consultant reviewed and evaluated estimates on a Decontamination and Decommissioning (D&D) capital project at a DOE laboratory near Albany, N.Y. Responsibilities included updating baseline cost estimates by applying proven protocols and guidelines, establishing templates, and training to ensure a consistent estimating approach using best practices by the URSWGI estimators and Project Managers.
