and Focus Area Leader to the Illinois Commerce Commission on
its requested examination of Illinois Power Company’s Clean
Air Act compliance plan for one of their affected generating
stations. Emphasis was on the investigation and assessment
of utilities project plans and implementation methods for
engineering, design, procurement, construction, and startup
of two 600MW flue gas desulphurization systems estimated to
cost about $300 million. Directed the preparation,
evaluation and justification of the overall capital,
operations and maintenance costs for the work. Applied best
available practices to establish contingency by factoring in
the project risks, range of uncertainty, and level of
confidence required using Crystal Ball software. The results
were used to develop a ceiling of reasonable costs above
which the ratepayers would not be held responsible. The
successful risk assessment allowed the utility executive
management to make a strategic decision to change from
self-performance to outsourcing for the construction work.
This change effectively transferred $100 million of risk
monies at the cost to the utility of $10 million, a
potential savings of $290 million for the utility and the
ratepayers.
EOD Technology, Inc.
Consultant and Technical Expert to an
unexploded ordinance disposition company developing a
company wide project risk management program as part of the
implementation of an enterprise project management software
solution. This risk management program is being used to
establish the basis for work proposal “go/no go” decision
making, determination of estimate management reserve,
contingency, and profit/fee. The software tools being
utilized in conjunction with Primavera and Success include
Pertmaster and @Risk.

Shaw AREVA MOX Services, LLC
Consultant and Technical Expert to Shaw AREVA MOX Services,
LLC providing subject matter expertise in risk management to
support the Mixed Oxide Fuel Fabrication Facility Project (MOX
Project). This $4 billion project for the U.S. Department
of Energy (DOE) will be used to convert legacy weapons grade
plutonium to commercial nuclear fuel. Provided services
include development of a risk management plan, policies and
procedures, risk registers, and risk models using Pertmaster
and @Risk software. The established program, accepted by
DOE as compliant with DOE Order 413.3 and related
requirements, is being used to establish and manage project
contractor management reserve and DOE contingency.
National Electric Utility Company
Consultant
and Technical Expert to Utility providing subject matter
expertise in risk analysis and risk management. Developed
and scrutinized financial risk models of the estimated costs
for several new generation power plants and major
modifications to existing nuclear power facilities using
@Risk software. These models were used as the basis for
establishing project management reserve and contingency. |
